Hawaii Department of Health: SMART Health Card

Overview

The State of Hawaii Department of Health (DOH) is dedicated to safeguarding and enhancing the health of all Hawaii residents. Previously, obtaining immunization records was a time-consuming manual process. DataHouse developed the SMART Health Card application using cloud-based AWS technology to streamline this process.

  • Secure Immunization Record Access: Hawaii residents and visitors vaccinated in the state can securely access their immunization history using the SMART Health Card application.
  • Easy Verification with QR Codes: The app generates a QR code that conveniently displays an individual’s COVID-19 vaccination status for verification.
  • Leveraging Existing Infrastructure: Building on prior collaboration with the Hawaii DOH, DataHouse developed the SMART Health Card application on the AWS cloud, seamlessly integrating the Hawaii DOH’s immunization data.

About the Organization

The Hawaii DOH comprises four main divisions: Administrative Offices, Behavioral Health Administration, Environmental Health Administration, and Health Resources Administration. With offices spread across the state, the Hawaii DOH is dedicated to the philosophy that optimal physical, mental, social, and environmental well-being is a fundamental right and responsibility for all Hawaii residents. 

Challenge

The Hawaii DOH faced significant challenges in providing secure and accessible immunization data to the public. The existing process was predominantly manual and paper-based, requiring individuals to mail a request form to the department. 

Hawaii DOH staff manually queried the Immunization Registry system to retrieve requested immunization data. 

Data was re-entered into a document for each request. 

Documents were manually sent to the data requester. 

Solution

DataHouse developed the SMART Health Card application, a user-friendly web platform that allows Hawaii residents and visitors to: 

Securely access immunization records online: Users can request their complete immunization history, eliminating the need for manual forms and mailed requests. 

Receive a digital copy with a QR code: The application generates a digital record of a user's immunization history, including a unique QR code representing the user's COVID-19 vaccination status. This QR code follows the widely accepted SMART Health Card format, ensuring compatibility with various verification systems. 

Easy verification with secure identification: The application seamlessly integrates with ID.me, a trusted platform for secure user identification. 

Daily data updates: Immunization data is automatically replicated daily from the existing legacy system to the secure AWS cloud environment, ensuring users can access the most current information. 

Implementation

Deployment

DataHouse analyzed the Hawaii DOH’s requirements, designed and developed the solution, and deployed the SMART Health Card application into the state’s AWS environment. The team began with a simple proof of concept to ensure that the complex integrations with the involved third parties would succeed before the implementation.  

Integration

The SMART Health Card application integrates with the ID.me identity management platform, which validates the identity of the person requesting the immunization history.

The SMART Health Card application was built to leverage the SMART QR code protocol, which is publicly available as an API from The Commons Project Foundation, a non-profit organization.  

The SMART Health Card application’s data source is a replicated AWS database refreshed by the Hawaii Immunization Registry legacy system, initially implemented by Gainwell Technologies.

Outcome

The SMART Health Card application reduces wait times and simplifies the process of obtaining immunization histories for people vaccinated in Hawaii.
